PROCEDURE FOR ADMISSION TO HEALTH SCIENCE COURSES AT GOVERNMENT / CORPORATION COLLEGES FOR MAHARASHTRA STATE QUOTA AND UNAIDED PRIVATE /MINORITY COLLEGES: NEET-UG 2024

Commissioner, State CET CELL, Mumbai Common counseling MBBS/BDS/BAMS/BHMS/BUMS/BPTh/ BOTh/BASLP/BP&O/B.Sc (Nursing) for admission to Health Science course in all Government / Corporation / Government Aided / Government Unaided / Minority Institutions on the basis of merit list of the National Eligibility Entrance Test (NEET-UG) In order to be eligible for admission to Health Science Courses for a particular academic year, it shall be necessary for a candidate to obtain minimum marks in ‘National Eligibility-cum-Entrance Test’ held for the said academic year, besides obtaining minimum prescribed marks at the qualifying examination as prescribed by respective central council.

No candidate who has failed to obtain the minimum eligibility marks as prescribed by the respective Central Council shall be admitted to respective Course in the said academic year. All admissions to Health Science courses within the respective categories shall be based solely on merit (AIR) in the National Eligibility-cum-Entrance Test.

Application process and provisional Merit list :-

The Commissioner, State CET CELL, Mumbai will conduct the admission process for all the Health Science courses in the State of Maharashtra. Online applications will be invited from eligible candidate(s) for admission to all Government/Corporation, Private & Minority Colleges. Online application form will be made available on website www.mahacet.org.The Competent Authority will prepare and publish the State MeritList on website of State CET Cell as per schedule.

This application fee is not refundable, hence candidates are advised to go through the Information Brochure and ascertain the eligibility (Refer 2.3 for Institutional Quota - application form fee). It is sole responsibility of candidate to ascertain online payment of fees within prescribed period, failing which online application will be rejected.

Following type of candidate(s), if wishes to participate in Round 3 (s), he/she will have to register again by paying Application form fee as per Table No 1:

  • Candidate(s) allotted a seat in Round 2 and does not report at allotted college to complete the admission process, or
  • The candidate has resigned up to Round 2 after joining (Including the candidate who has filled SRF in Round 1), or
  • If the admission gets cancelled due to any reason up to Round 2, e.g. in case the candidate gives wrong information at the time of registration on the basis of which a seat may be allotted and later cancelled by the admission authorities at the time of reporting or fails to produce the required documents at the time of admission.

ELIGIBILITY FOR ADMISSION TO HEALTH SCIENCE DEGREE COURSES :-

  • The candidate must be an Indian National.
  • Overseas Citizen of India (OCI) Candidate will be eligible for Government / Corporation / Government Aided / Private unaided college for academic year 2020-21 on words. Provided such candidate have passed 10th& 12th from the State of Maharashtra and should be domicile of Maharashtra or staying in state of Maharashtra for minimum period of 10 years
  • Eligibility for Institutional Quota :- Eligibility for Institutional Quota :- Any eligible candidates on All India basis can be admitted including non-Resident Indians (NRI) and Overseas Citizens of India (OCI), as well as Outside Maharashtra candidate (OMS) who had appeared for the National Eligibility-cum-Entrance Test and declared eligible for admission to undergraduate Ayurveda, Unani, Homeopathy, Physiotherapy, Occupational Therapy, Speech Therapy, Prosthetic and Orthotics and B.Sc Nursing Courses, in accordance with inter-se-merit amongst candidates who apply for institutional quota seats. However NRI candidate will be preferred. These seats will be filled by respective institute by calling application at the respective institutions from all eligible candidates. (As per Notification No. MED. 1016/C.R.69/16/Edu-2 of Medical Education and Drugs Dept. Government of Maharashtra
  • Domicile of Candidate: - The Candidates must be Domicile of Maharashtra (EXCEPT :- All India basis can be admitted including non-Resident Indians (NRI) and Overseas Citizens of India (OCI), as well as Outside Maharashtra candidate (OMS))
  • AGE:- The minimum age requirement for Indian candidates to appear for NEETUG is 17 years. The Birth certificate indicating name of the candidate, Secondary School Certificate i.e. SSC or equivalent examination certificate or School Leaving Certificate endorsing the date of birth will constitute a valid proof. ( Upper age limit for Admission to B.A.M.S., B.U.M.S and B.H.M.S degree Course – Not more than twenty-five years on or before 31St December of the year of admission in the first year of the course. Provided that the upper age limit may be relaxed by five years in the case of the Scheduled Castes, Scheduled Tribes, Other Backward classes and Physically Handicapped candidates.)
  • For BPTh, BOTh, BASLP & BP & O courses: Passing grade at HSC/12th Standard or equivalent examination is necessary.

Document Supporting Religions Minority Status of the candidate:-

Applicant belongs to Gujrathi/Sindhi Minority:

  1. The person belonging to Gujrathi/ Sindhi minority have to produce School leaving certificate stating that Candidate belongs to Gujrathi/ Sindhi Minority and / or
  2. Affidavit stating that they belong to Gujrathi / Sindhi Minority.

Applicant belongs to Hindi Linguistic Minority:

  1. The Candidates belonging to Hindi Linguistic minority must produce School Leaving Certificate stating that Candidates mother tongue is Hindi. In case there is no entry of mother tongue on School Leaving Certificate, he /she should bring the certificate of Head Master/ Principal of that School/ Jr. College certifying that his/her mother tongue is Hindi, and
  2. Affidavit stating that he / she belongs to Hindi Linguistic Minority.

DISTRIBUTION OF SEATS TO BE ALLOTTED BY THE COMPETENT AUTHORITY: for In Government / Corporation / Government Aided / Private Unaided / Minority colleges.

All the seats for MBBS, BDS, BAMS, BHMS, BUMS, BPTh, BOTh, BASLP, BP&O & B.Sc. (Nursing) courses will be filled by the candidates from the State Merit List.
85% seats under State quota will be made available for all the candidates from the State and these seats shall be filled on the basis of NEET Merit list. There shall be constitutional and female reservation in these seats as per prevailing Rules in this behalf.
15% Institutional quota for MBBS/BDS course in Private/Minority colleges shall be filled on the All India basis which shall also include eligible NRI, OCI candidate and candidate from other State (OMS). These seats will be filled by competent authority through CAP. Such seats if remain vacant after all CAP round will be surrendered to respective institute for institutional level round.
15% Institutional quota for other than MBBS/BDS course in Private/Minority colleges shall be filled on the All India basis which shall also include eligible NRI, OCI candidate and candidate from other State (OMS). These seats will be filled by respective institute by calling application at the respective institutions from all eligible candidates

CONSTITUTIONAL RESERVATIONS:

The candidate should have claimed the constitutional reservation in the original Online application form for the State of Maharashtra. For claiming of category, Request for category claim after submission application form will not be granted. During document verification process, if constitutional category claim is found to be incorrect, same will be rectified as per the document(s) available with the candidate. However no fresh claim for constitutional reservation i.e. from open category to reservation category will not be considered. The Caste Certificate and the Caste/ Tribe Validity Certificate:- If a candidate claiming reservation in online application form does not submit online / produce document, then he/she will be automatically considered in open category if otherwise eligible for Open Category

RESERVATION FOR FEMALE CANDIDATES: 30% seats at the disposal of the Competent Authority shall be reserved for female candidates in all the courses. This reservation shall be for all the categories like SC, ST, VJ, NT-1, NT-2, NT-3, OBC, , EWS, Common, HA, MKB & DEF and will be operated in parallel. If requisite numbers of female candidates are not available, then these seats shall be offered to male candidates of that category.

CRITERIA FOR DISTRIBUTION OF SEATS FOR MINORITY INSTITUTIONS:

  • All the seats at Minority College will be filled by the respective minority candidate and if particular Minority candidate is not available then the remaining seats will be filled by general candidates.
  • There will be 25% seats of the total intake capacity from Unaided Private Professional Educational Institutions shall be reserved for constitutional reservation category candidates as notified under sub section (1) of section 5 of Maharashtra Act No XXX of 2006 Dated 01/08/2006.
  • In all private unaided institution, all the seats will be distributed uniformly at State level. There shall be 30% female reservation. There shall not be any other specified reservation
  • One percent seats from Open category are reserved in parallel for Orphan category candidate

ONLINE PREFERENCE FILLING PROCESS

  1. There will be preference form filling for Round1, Round2,Round 3 and Online Stray Vacancy Round separately. For each round candidate can fill online preference form multiple times before clicking submit button. Once submit button is clicked, there is no provision to change the preference(s).These preference(s) filled for each round will be used for selection of respective round only. Online preferences filled for Online Stray Vacancy Round will be used for subsequent Online Stray Vacancy Round(s)(if any).
  2. Online preference form filling process and selection process will be divided in three groups and schedule will be notified by Competent Authority in due course.
  • Group A: For MBBS/ BDS courses,
  • Group B: For BAMS/BHMS/BUMS courses
  • Group C: For BPTH/BOTH/BP&O/BASLP courses

(The selection process for Group ‘C’ is similar to Group ‘B’).

There shall be four or more rounds of selection of candidates, depending on the availability of vacant seats. The selection will be on the basis of merit and the preferences submitted by the candidates for respective round. The choices of courses and colleges, once entered online for the respective round, shall be final and irrevocable. This final data shall be used ins election process of respective round, for the admission to first year Health Science Courses for the academic year 2023-2024.

The College code & FEE STRUCTURE

The College code is a four-digit number with S or N suffix, specific for each college & course combination. Candidate should fill minimum one preference and maximum as desired. It is not compulsory to fill all Preferences. Suffix S indicates State quota (All seats of Government / Corporation Colleges & 85% each in Private Colleges/ Minority Colleges), and N suffix indicates15% Institutional quota in Private Colleges / Minority Colleges. The candidate should verify the fee structure of State / Institutional Quota Seats prescribed by Fee Regulating Authority, before filling online preferences. Selection Scheme: Group C (For BPTH/BOTH/ BASLP and BP& O course)

For selection to BPTH/BOTH/BASLP & BP&O courses, candidates who have cleared NEET-UG 2024 are eligible. All such candidates will have to register during the stipulated period as per the Notice for NEET-UG 2024 admission process for the State Quota seats available with Commissioner State CET Cell. Candidate can register before Round 1 and Round 3.There shall be four or more rounds of selection of candidates depending on the availability of vacant seats during subsequent round (s).The selection will be on the basis of merit and the preferences submitted by the candidate. Candidate will fill fresh choices for Round1, Round2,Round 3 and online stray vacancy round separately. The choices filled for each round will be valid for that round only. Choices filled for respective round(s) will not be carried forward for any subsequent round(s) except choice(s) filled for Online stray vacancy round, which will be carried forward for subsequent online Stray Vacancy round(s) if any. For Unaided Private /Minority Institutions remaining seats after online stray vacancy round will be filled by institutional level round. While filling the online preference(s), candidates may kindly note that NEET-UG 2024 merit list will be operated from NEET-UG 2024 rank number one onwards in each round of selection. The online data of preferences of all candidates will be centrally processed at a later date for the selection of candidates for BPTH / BOTH / BASLP and BP& O Courses.

NOTE:

  1. If the candidate joins his/her Round1 seat and wants to upgrade his/her allotted seat, then he/she shall NOT fill Status Retention Form and will have to fill fresh choice(s) for Round2
  2. If a Candidate joins and is satisfied with the seat allotted in Round1 and is not willing for up-gradation in Round2, he/she can fill Status. Retention Form. Such a candidate will not be considered for any of the further round(s) during the admission process of NEET-UG 2023. How ever such a candidate can resign from the allotted seat before the prescribed/stipulated date. Such a candidate will be eligible for Round2 &Round3 .
  3. If the candidate is selected in Round1 of counseling and does not report at the allotted institute, this will be considered as ‘free exit’ (option available only in Round1&Round2). No new registration is required. However, such a candidate may participate again in Round2 &Round 3 after logging in with their earlier Registration details and filling fresh preference(s). His/her selection of Round1 stands cancelled. The seat so allotted to such a candidate who does not join, will be presumed to be a vacant seat as on the last date of joining and from the next date after the date set out as the last date for joining the college in terms of such allotment. Such a vacant seat will be allotted in Round2 of the admission process.

CAP Round2 Process

  • Seats not allotted during Round1.
  • Seats vacant due to non-joining / cancellation by candidate(s) allotted in Round1.
  • Seats available due to up-gradation of candidate(s), who have been allotted during Round1 and joined the seat.
Release of seat matrix

Following types of Candidates are eligible for seat allotment in Round 2:

  • Registered candidates who did not fill choices in Round1.
  • Registered candidates who participated in Round1 but did not get any seat allotted in the 1st Round.
  • Registered candidates, whose seat allotted in 1st Round got cancelled during the document verification due to his/her invalid/wrong claim on reporting for admission to the selected Institute, but candidates otherwise eligible for selection with change in the invalid/wrong claim. For such a candidate, selection during first round will not be valid and he/she will be eligible only on available seats during 2nd Round with corrected claim.
  • Candidates who have reported/joined at allotted institute during the joining period of Round1 of allotment and did not filled Status Retention Form.
  • Candidate who does not join the allotted seat during Round1.
  • Candidate who has joined and resigned up to the last date of joining Round1.

Choice filling:

Candidate will have to fill fresh choices for Round2. Round1 choices will be considered as null & void. If a candidate is not interested to participate in Round2, he/she should not fill preferences for Round2 and such a candidate who has joined during Round1, will have his/her Round1 seat allotted status.

Release of second round seat allotment : The allotment of seat for Round2 will be as per the merit and preference(s) filled by the candidates for Round2.

  • If a candidate joined during Round1, is upgraded in Round2 (as per his/ her preference(s) submitted during Round2), his/her allotted seat of Round1 will be available in Round2 and allotted as per merit in the same round.
  • If a candidate joined during Round1 and does not get upgraded in Round2 (i.e. no seat is allotted during Round2), he/she will retain allotted seat of Round1.

Note:- Following types of Candidates are not eligible for seat allotment in Round2.

  • Candidates who have joined Round1 allotted seat and filled Status Retention Form.
  • Candidates who have not filled fresh preferences.

  1. If a candidate is selected during Round2, he/she will have to join the college / seat allotted during second round. After joining the allotted institute in Round2& not filled status retention, the candidate will be eligible to participate in further round(s) of State Counseling Process

Eligible Candidates: Candidate who have registered & filled online preference form previously but not been allotted a seat till Round 3.

Candidates not eligible:

  • Candidates who have joined seat in Round1, Round2 and/or allotted a seat in Round 3.
  • Candidates who have joined seat in Round1, Round2and/or allotted a seat in Round 3 of All India Quota seats

Note –

  • No new registration will be done for this Round.
  • Candidate will have to fill fresh choices for CAP online stray vacancy round(s).Round 3 choices will be considered as null & void.
  • Allotment of seat will be done Online by running software.
  • For Unaided Private institutions, seats remaining vacant after Online CAP Stray Vacancy Round will be filled by Institutional level Stray Vacancy Round.

INSTITUTION LEVEL ROUND FOR VACANT SEATS AFTER CAP Subsequent Round(s) :

  1. For Unaided Private institutions, seats remaining vacant after Online CAP Stray Vacancy Round(s) for BPTH/BOTH/ BASLP and BP&O courses will be filled by the respective institute through Institutional Level Stray Vacancy Round(s). For 15% Institutional Quota of Courses other than BAMS, BHMS & BUMS, all seats are filled by the respective Institute.
  2. Institutional Stray Round is only for Private Unaided/Minority Institutes and for 15% Institutional Quota seats and 85% State Quota seats remaining vacant after Online CAP Stray Vacancy Round.
  3. Dean or the Principal of the Institutions shall carry out the admission of these vacant seats on the basis of inter-se merit from the list of NEET-UG 2023 eligible candidates as per the directions and schedule issued by the Competent Authority, State CET Cell, during the academic year 2023-24.
  4. All those candidates joined during Round1,Round2,Round 3& Online CAP Stray Vacancy Round in Govt. / Corpn. / Govt. aided / Private Unaided/ Minority medical colleges and having “ADMITTED STATUS” as on prescribed date are NOT ELIGIBLE to participate in Institutional Level Stray Vacancy Round.

PAYMENT OF FEES: The fee for the course should be paid at the respective college by Demand Draft from any Nationalized / Scheduled Commercial Bank in favor of Dean/Principal of College, as applicable.
